Foreign Office to Board of Trade.
Foreign Office, April 10, 1917. WITH reference to the Board of Trade letter of the 31st ultimo, I am directed by Mr. Secretary Balfour to inform you that he is consulting His Majesty's Ambassador in Tokyo as to the attitude likely to be adopted by the Japanese Government towards
a restriction of the licences issued for exports of morphia from this country.
I am to add that it is the intention of the Secretary of State to approach the Japanese Government with a view to their co-operation in the suppression of the morphia smuggling traffic from Japan into China.
